ANNUAL MEETING MINUTES
Present at meeting: Steve Lowe, Ben and Laura Hooks, Rick and Dicksie Walker, John Springer, John Owens, Dana and Sherry Adams, Chuck and Rhonda Brazell, Harley and Donna Wilke, Britt and Lynnette Ruby, Bob Pryor, Nat and Elizabeth Hart, Bob Coker and Melissa, C.D. Special Announcement
Steve Lowe announced to the meeting that Chuck Brazell had been appointed to fill Rick Walker’s remaining term.
Present Minutes from last meeting
The minutes were passed out to the members by Lynn Easley.
Motion to accept by Jim Stevenson, seconded by Ben Hooks.

Reports of Officers
Financial Report
The financial report was presented by John Springer.
Receipts:
Receipts for the year 2016 were $1,925.00 Which consists of current year dues from nineteen members and sales of hats and bur-gees.
Disbursements:
Disbursements for the year 2016 were $1,662.22 for operations and $3453.08 for capital items, resulting in total disbursements of $5,115.30 Disbursements are as follows.
1. $3,113.67 Pontoon boat.
2. $506.72 Annual meeting at Hollytree C.C.
3. $385.00 Storage locker at Lake Palestine Marina.
4. $339.41 BBQ Grill and propane tank.
5. $235.98 Trophies and Commodore Plaque.
6. $100.35 Cheeseburger in Paradise Dock Party.
7. $92.00 Toilet Rental.
8. $175.00 Phone.
9. $61.26 Business Cards.

Surplus:
For operations, receipts exceeded disbursements resulting in an operating surplus of $262.78. Including expenditures for capital items, disbursements exceeded receipts by $3,190.30.
General Comments:
The cash balance as of Dec 31, 2016 is $17,181.05 We have 19 dues paying members in 2016.
The Treasurer’s report was accepted by acclamation.
Old Business
Marina Expansion Plans:
With all the repairs and remodeling of the marina in the 2016 year, Lake Palestine Marina was not interested in undertaking adding additional sailboat slips. The club will approach them this year about the possibility of additional slips. It was noted that all the current slips are full, and without additional slips, it is difficult to attract new members. Rick Walker reported that the Upper Neches River Authority is still in favor of the expansion.
Installment of Newly Elected Officers and Directors
Steve Lowe asked if there were any nominations from the floor. With no new nominations from the members, the re-election of John Springer and, Ben Hooks was accepted by acclamation.
The proposed officers for the 2017 year were presented with Ben Hooks as Commodore, John Owens as Vice Commodore, John Springer as Treasurer, and Lynn Easley as Secretary. Bob Pryor made a motion to accept the proposed officers and Dicksie Walker seconded it.
Steve Lowe then turned the meeting over to Ben Hooks. Ben Hooks presented Steve Lowe with a ceremonial gavel to honor his year of service as Commodore.
New Business
2017 Regatta:
Ben Hooks discussed his general plan for the Spring Regatta. The regatta would take place the weekend of April 29, 30. It would consist of the following events. Skipper’s meeting Saturday morning followed by the morning race starting around 10:30. A lunch break possibly consisting of sack lunches, then another race that afternoon, and a dinner, possibly a dock party that evening. For Sunday it would consist of another race in the morning with an awards ceremony that afternoon. The race course would have two or three possibilities depending on the winds and the types of boats racing. Boat ratings would use the Portsmouth rating system.
Ben mentioned that many regattas are using a one day format, but that might be a bit too much to try and do, especially the first time around. He also is asking for volunteers to help with launching boats, starting and tallying race results and with the lunch and dinner meals.
Briefly discussed the Sunset race series. It would be a short race, of about an hour long starting around 6 to 6:30, after daylight saving time kicks in, primary as a training series.
2017 Race Series:
Jim Stevenson presented the first place 2016 Race Series award to Bob Coker. Noted that Bob had participated in all of the races.
The 2016 series transitioned to a triangle course. With the start of the race transiting through the bend in the lake proving to be a challenge. Jim reported that 9 different boats participated in the races, with two races featuring eight boats. The minimum number was four boats in a race. The 2017 series looks to improve on those numbers.
Jim proposed the standard 10 races for the 2017 season with the races split between the spring and fall. Races would start in April and conclude at the end of October.
2017 Social Report:
Dana Adams recapped the 2016 social events with 13 events, including six dinners, three dock parties, a boat renaming ceremony, and the following holiday parties of St Patrick's day, July 4th, Christmas party, and the Annual meeting.
